Ten Streets & northern Liverpool
The £110 million scheme, now marketed as City Walk, would transform four sites around Love Lane and Pall Mall with apartments, commercial space and a new linear park.
Updated October 2026
Planning permission for 507 apartments was granted in 2024. The project was subsequently acquired from Sourced Developments by Habita and rebranded as City Walk.
In June 2026, Equityway Holdings confirmed that BDP Construction had joined the project team and was targeting a Q4 2026 start, subject to the remaining pre-construction and Building Safety Regulator process.
As of this update, we have not found a reliable public confirmation that main construction has physically started, so we are treating the scheme as pre-construction rather than describing it as underway.
The masterplan
The consented scheme covers four sites between the Ten Streets regeneration area and Eldonian Village, including three plots around Love Lane and another further south at Pall Mall.
Residential
The approved housing mix includes 147 one-bedroom, 330 two-bedroom and 30 three-bedroom apartments, spread across four blocks rising to around 11 storeys.
Railway heritage
Redundant railway arches and subterranean spaces are intended to be retained and repurposed, with more than 10,000 sq ft of commercial space included in the proposals.
Public realm
The scheme includes new landscaped public space intended to connect the separate development plots and soften a part of the city historically dominated by rail and industrial uses.
Why this location matters
Love Lane sits within a wider part of north Liverpool that is changing quickly. To the west are Ten Streets and Liverpool Waters, while the commercial core of the city begins further south.
Hill Dickinson Stadium has added another major destination to the northern waterfront, while the council's wider Pumpfields and Limekilns planning framework is intended to guide thousands of further homes across the surrounding district.

The scheme has changed hands since it was first proposed, so older articles can give a misleading impression of who is actually responsible for delivering it today.
Sourced Developments and Network Rail submitted plans for a four-block, 507-home scheme on sites around Love Lane and Pall Mall.
Liverpool City Council approved the £110 million proposal. The application reference is 23F/2052.
Habita acquired the project from Sourced Developments and began marketing it under the City Walk name.
Equityway Holdings announced BDP Construction as contractor, with a target of beginning work in Q4 2026 while the project progressed through Gateway 2.
The project remains one to watch. We will update this page when there is reliable confirmation of site mobilisation, construction milestones or revised delivery dates.
Apartment mix
The approved plans are weighted towards two-bedroom apartments, with smaller numbers of one-bedroom and three-bedroom homes.
Beyond one development
Love Lane sits close to several of Liverpool's biggest regeneration initiatives. That makes the scheme relevant not only to prospective residents, but to anyone following how the northern edge of the city centre is evolving.

We keep our property and regeneration guides updated from reliable public information. Developers, agents and project teams can send factual updates, imagery and current availability details for editorial consideration.
